I repacked mine last year and did remove the arm first. Can't recall if it's essential, though.

I recall removing and replacing the arm was quite simple, so hopefully you'll find it easy as well.

Did you have to lock the rudder post to maintain position of rudder while packing?

no need to lock, there is a keyway on the rudder post that aligns the arm
