Mine turns fine at speed. It's hard but there is the water force to overcome. What size hydraulic ram do you have? I haven't measured mine but I wonder if that's it. Or something with the steering wheel hydraulics. I am assuming you checked the oil level.

Is it hard to turn or does the wheel just spin and nothing happens? If it’s hard to turn it may be an undersized piston or a kink somewhere. If it spins I would say leak or air in the system. I had a problem two years ago where at speed the wheel would just spin but at low speed it would turn fine. Topped off the system and bled it and been fine since

I moved the battery from stbd side aft of holding tank to center line . Problem solved.

My boat is a 2000 box engine it lists about the same - I have to trim tab to correct it as I cruse.
Empty holding tank ,full water tank on the port side. I always put the ice chest on the port side but still have to use the trim tabs to correct.
