Keel Repair

I hit a rock last fall now the boat is out I see some damage to the bottom of the keel looking for advice on repair. It looks to me like its epoxy not fiberglass. If so what kind of epoxy?

Its a1999 Albin TE I have already sanded it down it does look as though it may have had some minor damage repaired in the past.
